An Online Career Counsellor in Dehradun, for a State That Has Spent Twenty Years Training Its Young People to Leave

Dehradun holds a concentration of national scientific institutions that very few Indian cities can match. The Forest Research Institute, a deemed university on a campus older than the republic. The Indian Institute of Remote Sensing, which is ISRO’s. The Indian Institute of Petroleum, which is CSIR’s. The Wadia Institute of Himalayan Geology. The headquarters of the Survey of India. ONGC. And seventy kilometres down the road, IIT Roorkee, ranked seventh overall, sixth in engineering and eighth in research in NIRF 2025.

The city also trains the Indian Army’s officers at the Indian Military Academy, and educates a good share of the country’s elite at Doon, Welham and the boarding schools along Rajpur Road.

Now the other half of the picture. Between 2008 and 2018 roughly 500,000 people left Uttarakhand, and a further 335,000 out-migrated between 2018 and September 2022, of whom 307,000 left temporarily and 28,631 permanently. The number of uninhabited villages rose from 1,034 in 2011 to around 1,800 by 2018. Around 6,300 of the state’s 17,000 villages still have no road. Those figures come from the state’s own Rural Development and Migration Prevention Commission, which exists because the problem is that large.

So this is a city that educates other people’s children extremely well, sits inside a ring of world-class research institutes, and watches its own young people leave. A career counsellor in Dehradun who does not understand that contradiction will give advice that fits a different city.

Ambition is not the gap here. Nor is capability. Uttarakhand’s Class 10 pass rate in 2026 was 92.10% and its girls passed at 96.07%. The gap is that almost nobody connects a hill student sitting in Dehradun to the institutions standing two kilometres away.

UBSE, the Uttarakhand Board

The Uttarakhand Board of School Education declared its 2026 results on 25 April. Class 10 passed at 92.10% from 112,266 students, up from 90.77% the previous year, with girls at 96.07% against boys at 88.03%. Class 12 was written by 102,986 students, against a pass rate of 88.20% the year before. Bageshwar, a hill district, returned the highest Class 10 pass rate in the state at 96.98%.

Read that last figure twice. The hill districts are not producing weaker students. They are producing students with fewer people around them who know what the options are.

CBSE, and the Boarding School City

Dehradun has an unusually dense CBSE and boarding layer, because for a century families across India have sent their children here to be educated. It gives the city excellent schools. It also produces a strange local effect: the most visible students in Dehradun are frequently not from Dehradun, and their career paths, funded and metropolitan, quietly set the benchmark for local families whose circumstances are entirely different.

ICSE and the Military School Track

A smaller group, and in this city it overlaps heavily with the defence route through RIMC and the Sainik schools. These students often arrive at Class 11 with a single career already assumed rather than chosen, which is worth examining before it becomes irreversible.

Research and Scientific Services

FRI, IIRS, IIP, the Wadia Institute, the Survey of India and ONGC together make Dehradun one of India’s genuine research towns. That means careers in forestry, ecology, geospatial analysis, geology, petroleum engineering, cartography, scientific administration and laboratory work, most of them stable, pensionable and almost never mentioned to a Class 12 student in this city.

Tourism, at a Scale People Underestimate

Between May and early October 2025 the Char Dham Yatra recorded 47,29,555 pilgrims, with Kedarnath alone taking 16,52,076 and Badrinath 14,48,785. Add Mussoorie, Rishikesh, the national parks and the adventure trade. That volume supports real careers in hospitality management, logistics, travel technology, guiding, adventure sports and event management, and it is treated locally as seasonal work rather than as an industry with a management layer.

Government and Defence

Dehradun is the state capital, so the secretariat, the directorates and the state services sit here, alongside the IMA, the military establishments and a large ex-services population. This is a substantial and stable employer, and it is the one part of the local economy that families here already understand well.

Education and Health

The boarding schools, the private universities along the Chakrata and Haridwar roads, the coaching sector and a growing hospital cluster make education and healthcare two of the largest local employers, absorbing far more than teachers and doctors.

Remote Work, Which Changes Everything Here

For a state whose central economic story is out-migration, the ability to hold a Bengaluru or Gurugram job from a house in Dehradun is not a minor convenience. It is the first genuinely new answer to that problem in a generation, and it deserves far more weight in a career conversation here than it currently gets.

Class 9 and 10, Stream Selection

The highest-return moment and the one most often skipped. Choosing Science, Commerce or Humanities without an aptitude profile is guessing. Class 11 and 12, and the Defence Assumption

In this city the Class 11 question is often not which exam but whether the uniform is genuinely the plan or simply the inherited one. That deserves an honest hour. It is also where the older argument, engineering versus medical, gets settled by the family before the student has been assessed at all.

Students From the Hill Districts

The group this practice is most useful to, and the least likely to arrive. A student in Almora or Uttarkashi with strong marks and no career information within fifty kilometres is exactly who an online session is built for.
