An Online Career Counsellor in Chandigarh, for a City Where Plan B Was Always Abroad

In March 2026 Chandigarh was declared fully literate at 99.93%, only the second union territory in the country to reach that mark. The city holds PGIMER, which the NIRF 2025 rankings placed second in India for medicine, behind only AIIMS Delhi. Panjab University ranked third among state public universities and third in pharmacy. PEC has been training engineers here since 1921. Widen the lens to the tricity and you add IISER Mohali, NIPER Mohali and ISB Mohali.

By almost any measure this is one of the best-educated places in India. And for two decades its most common answer to “what next after Class 12” has been to leave.

That answer has just become much harder. Canada issued 94,605 study permits to Indian students in 2025, down from 188,715 in 2024, a fall of almost exactly half, with new student arrivals down 61% year on year. Those are Immigration, Refugees and Citizenship Canada‘s own numbers. In Punjab the consequence was visible on the ground well before the annual figures landed: by late 2024 roughly 35% of visa and immigration centres had closed, IELTS coaching volumes had fallen by around 80%, and the all-in cost of the move had risen from about ₹22 lakh to ₹37 lakh.

This is the single biggest change to career planning in the tricity in twenty years, and most families are still working from the old assumptions. A career counsellor in Chandigarh who does not have a view on it is not much use here.

Ambition is not the gap here, and neither are marks. A plan built around one destination country was never really a plan, and a great many bright Chandigarh students are discovering that at eighteen rather than at fifteen.

CBSE, Almost by Default

Chandigarh has no state board of its own, so the city runs on CBSE to a degree few Indian cities match. The Class 12 results for 2026 were declared on 13 May, and among the northern regions Ludhiana returned 87.92%. For a Chandigarh student this uniformity is a real advantage, because the syllabus lines up with JEE, NEET and CUET without translation.

It also produces a specific blind spot. When almost everyone is on the same board doing the same three or four subject combinations, the option set feels narrower than it is, and difference gets read as risk.

ICSE and the International Schools

A smaller but influential group, usually stronger in written English and project work, and disproportionately represented among the families weighing an overseas degree. These students often have genuine aptitude for design, law, architecture and the liberal arts, and are frequently steered into engineering or commerce anyway.

The Punjab and Haryana Boards at the Edges

Mohali, Kharar, Zirakpur, Panchkula and the villages beyond feed students into the tricity from the Punjab and Haryana state boards. They compete for the same seats and the same jobs, usually with less exposure to the national entrance calendar and often in Punjabi or Hindi medium. The advice for them is different in emphasis, not in ambition, and every session here can be run in Hindi or in plain, unhurried English.

IT, at Rajiv Gandhi Chandigarh Technology Park

The Rajiv Gandhi Chandigarh Technology Park in Kishangarh holds Infosys and the DLF and Quark campuses, with a further belt of product and services firms across Mohali. Nobody is claiming this is Bengaluru. The point is smaller and more useful: a competent engineering or analytics graduate can now build a career in this city rather than treating departure as the only route to a serious salary.

Government and Administration, Doubled

Chandigarh is unusual in serving as the capital of two states as well as a union territory in its own right, which means the Punjab secretariat, the Haryana secretariat, the UT administration, the Punjab and Haryana High Court and a dense layer of central offices all sit inside one small city. The administrative economy here is proportionally larger than almost anywhere else in India.

Health and Medical Research

PGIMER alone makes Chandigarh a national medical centre, and around it sit GMCH, the private hospital sector and a research and clinical-trials ecosystem. That absorbs far more than doctors: hospital administration, clinical research coordination, medical writing, biostatistics, radiography, physiotherapy and health data all sit here, and almost none of them are mentioned to a Class 12 student.

Education, Design and the Service Economy

Panjab University, PEC, the tricity’s private universities and a thick schooling market make education one of the largest local employers. Add the Chandigarh College of Architecture, the design and hospitality trades, and a retail and services sector serving one of India’s higher-income urban populations.

Remote Work, Which Changes the Whole Calculation

The quiet development of the last five years is that a Chandigarh graduate can now hold a role with a Bengaluru, Gurugram or overseas employer without moving. For a city whose career anxiety has always been fundamentally about leaving, that deserves far more attention than it gets.

Class 9 and 10, Stream Selection

The highest-return moment and the one most often skipped. Choosing Science, Commerce or Humanities without an aptitude profile is guessing, and in the tricity the guess leans heavily towards Science because it keeps both the JEE and the NEET doors open. A student measurably built for law, design, finance or communication loses two years finding out. Class 11 and 12, and the Country Decision

In most Indian cities the Class 11 question is which exam. Here it is which exam and which country, and the second half now needs updating every single year. This is also where the older argument, engineering versus medical, gets settled by the family before the student has been assessed at all.

The Student Who Is Not an Exam Student

Some students are genuinely capable and genuinely not competitive-exam material, and in a city this exam-focused they get written off early. They are often the ones best suited to design, architecture, hospitality, media, sales, sport or building something of their own. Returnees, Graduates and Women Restarting

A group that barely existed five years ago and is now among the most common: students who went abroad, finished or did not finish, and have come back to a job market they never planned to enter. Alongside them, graduates deciding whether to keep preparing for a government exam or start earning, mid-career pivots at 30 and 35, and women relaunching after a break. Three things are worth saying plainly, because in this city they are what actually separates one adviser from the next.

No admission is sold here, in India or overseas. There is no tie-up with any college, no commission on a seat, and no arrangement with any overseas institution or recruiter. That matters more in Chandigarh than almost anywhere, because a large share of the guidance available in this city is provided free by people who are paid when you enrol somewhere.

No visa or immigration advice is given either. Counselling here covers whether a course and a country fit the student’s profile and finances. It does not cover the application, the paperwork or the odds of a permit, and anyone who offers you all of it in one package is doing at least one part of it badly.

And there is the question of what this actually costs you. A stream chosen wrongly at 15 costs two years. A year spent on an overseas application that was never a fit costs the year and the application fees with it. Set against that, ₹2,999 for a psychometric assessment, an hour of structured thinking and a written plan is the smallest number in the whole decision, and the only one you pay before the mistake rather than after it. Trial and error still gets paid for in Chandigarh. The bill simply arrives later, in years rather than in rupees.
